Fourth Avenue Jail houses about 2,000 inmates and provides around 300 beds for the highest security level inmates in the Maricopa County Jail system. Public safety was the first priority when building the 4th Avenue Jail. Video visitation is available for the general public. Some features of this facility are medical and dental clinics that are fully operational. Inmates in the 4th Avenue Jail system have classrooms available for educational programs and a chapel for religious services.
Each cell area has two classrooms, four video visitation booths, an attorney room, a dayroom and recreation yard. This limits the amount that the inmates are moved.
The first floor is “Central Intake” and is where an average of 250 people that are arrested are booked each day. The Central Intake Section is comprised of Initial Appearance (IA) Courts for County and Phoenix, Intake Control Room, Classification Section, Pre Trial Services, Intake Medical, Bonds and Fines, and Visitation.

4th Ave Jail Visitation
Visitation Hours/Days
First check with the Sheriff’s Information Management Services (SIMS) at 602-876-0322 before scheduling a visitation as the inmate may have already been released. Days and times for visitation may vary so please call the 4th Ave Jail information line at 602-876-0322 for up to date information. Generally, visitation hours are from 8 AM to 1:30 PM, although restrictions may apply.
Visitation Procedures
To schedule a visitation, first get the Visitation Form from the lobby in the Fourth Avenue Jail. Fill out the legal first and last name of the inmate and complete the rest of the form. There are only three thirty-minute visitations allowed in a seven-day period. Depending on the age of the visitors there is a limit that only two-three visitors can go at the same time.
Visitation Lockers
If you bring any personal items with you, you will not be able to take them into the visitation room, so please bring change for using one of the lockers located in the 4th Ave Jail visitation lobby. It is recommend that you do not bring purses, wallets, mobile phones, and other personal items like sun glasses or jewelry into the jail.
Valid Identification
To go to a visitation, you must bring a valid government issued identification card that has a picture of you on it. Forms of ID that are accepted are a current driver’s license, an immigration card with a driver’s license or a passport.
Underage Visitation
For anyone under 18 that is visiting, they must be accompanied by an adult. Any children between 14 and 17 years old must have a valid ID card. A driver’s license or school ID are acceptable forms of identification. Children under 14 years old are not required to have identification.
Money & Property Releases
Money Releases
For up to 72 hours after an inmate is booked, they can release all money in their accounts without approval. After 72 hours a money release must be approved by the Jail Commander or his designee.
Property Releases
When a property release is requested, all personal property must be released. The inmate can choose anyone to release the property to, including their bondsman, attorney or public defender, probation officer, and even their caseworker.
A property release is called a Tank Order and must be issued and signed by the inmate. Before picking up property the person who has been given the property rights must go to the jail in Durango where the incarceration took place. They must pick up the Tank Order and then go to the Fourth Avenue Jail to pick up the personal property because it is stored there.
The property will then be released by the jail to the person designated, but they must first show proper ID. Accepted forms of ID are a Department of Motor Vehicles identification card or current/valid driver’s license. If you have an Immigration card such as a work visa or resident alien card, it will be accepted with a valid DMV ID as well.
Medication for Inmates
At the time that the inmate is booked, the inmate must inform the medical staff of any prescription medications that they are taking and the dosage. Any medication from home or from outside the jail will not be allowed.
Child Custody
When a parent/guardian is arrested, a natural parent or relative will attempt to be located by the arresting officer so that they can take the child/children.
If a relative cannot be found, the child/children will be taken in by Child Protective Services (CPS) until a family member can be located. Child Protective Service Hotline is available 24 hours a day at 1-888-767-2445.
Once a family member contacts CPS, the representative will take their information over the phone and will have a CPS worker contact the family member as soon as possible. A meeting with CPS will be arranged at that time.
Placing Money on Inmate Books
To mail money to an inmate, it must be in an envelope addressed to the jail and include the inmates name and booking number. It must be clearly marked on the outside of the envelope that it is “For Deposit Only” and have a return address.
Forms of payment for deposit into an inmate’s money account include a Cashiers Check, U.S. Postal or Western Union money order or checks issued by local, state or federal government agencies. Checks must be in U.S. currency, payable to the inmate, and include the inmate’s name and booking number. Privately run jails or prisons may also issue checks for the inmate and will be accepted. The full amount of the check has to be deposited in the inmate’s money account. Do not send cash in the mail.
U.S. Currency, Cashiers Checks, or U.S. Postal or Western Union money orders may be accepted at any Sheriff’s Office jail for deposit into an inmate’s money account. It can be deposited at the local kiosks in the visitation lobbies or to the visitation officer during visiting hours as well. Checks and money orders must include the inmates name and booking number. Proper identification is required. Wet, soiled, or altered forms of money will be rejected.
Outside of normal visitation hours the Bonds and Fines public window located at the 4th Avenue Jail, 201 S. 4th Avenue, Phoenix, Arizona 85003 will accept forms of payment for deposits.
When the Bonds and Fines window is closed, the kiosks may be used. The kiosks take Visa/Mastercard and funds are usually posted within one hour to the inmate’s money account. The kiosks are located at local jails and there is a fee to use them.
